Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are issued from multiple capitals. Significant resources is expended on containing specific proposals. By night, Russian leadership clearly shows the world that, for them, military action persists as the main instrument for achieving "settlement".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is able to track missile launches from Russian territory, a capacity provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching cruise missiles roared overhead – sophisticated military planes supplied to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, presumably provided by partner states. Every firing jolts you unexpectedly, rattling buildings. The brief panic quickly gives way to resigned acknowledgment: possibly the approaching threat won't strike its target this time, preventing destruction from catastrophe and further power outages.
Continuous Dangers
Following this, a heavy machine gun opened up on a drone close by, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it pressed on overhead toward its destination.
With pauses, this persisted until dawn. Kyiv greeted the morning news: seven people killed, devastation and utility failures in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's vital need on international aid – a dependence that European nations are evidently unprepared to fill in the short term.
Ineffective Peace Efforts
The comprehensive proposal from Washington generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new proposal from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This cycle will, undoubtedly, endure.
Political Considerations
It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration works based on a principle understood by experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House presumes that it is impossible to force Russia to relinquish the areas that it currently occupies in Ukraine's south or east.
The challenge is that while recognising this factual reality, Washington does minimal to deter Moscow, through statements or actions, from assuming that the status quo will not shift further in its favour in the months ahead.
Divergent Views
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but preventing a complete military breakdown until circumstances change in its favour.
Present Conditions
Realistically, there are no actual prerequisites for a truce. Now, subjective factors are coming into play: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will modify their basic position.
These two forces are influencing discussions.
Conclusion and Outlook
It took a only one week to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all achieved their purpose.
While new initiatives based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require sustained allied backing.
